Terms and Conditions of Carriage

Contract of Carriage, Ticketing Guidelines, and Website Terms of Use

Last Revised: September 15, 2025 FAA Part 121 & DOT Compliant Version 4.2
Notice to Passengers: When you purchase an electronic ticket, complete an online booking, or board a flight operated or marketed by JetBluePartners, you enter into a legally binding contract governed by these Terms, our Contract of Carriage, the fare rules applicable to your ticket, and applicable international treaties (including the Montreal Convention and Warsaw Convention). Please review these terms carefully.

1 Definitions & Agreement to Terms

Throughout this agreement, the terms “JetBluePartners,” “Carrier,” “we,” “us,” and “our” refer to JetBluePartners, Inc., a Delaware corporation operating under certificate authority granted by the United States Department of Transportation (DOT) and the Federal Aviation Administration (FAA).

The terms “Passenger,” “Guest,” “Customer,” “you,” and “your” refer to any individual who accesses this website, holds a valid e-ticket, purchases ancillary travel services, or boards an aircraft operated or ticketed by JetBluePartners Travel.

By navigating this website, utilizing our mobile interfaces, or completing a reservation, you expressly acknowledge and agree to be bound by these Terms and Conditions. If you do not accept these terms in their entirety, you must immediately refrain from booking or using our digital services.

2 The Contract of Carriage

The issuance of an electronic ticket receipt constitutes a binding Contract of Carriage between JetBluePartners and the named passenger. The Contract of Carriage incorporates by reference:

  • The specific fare rules, class restrictions, and baggage allowances tied to your e-ticket;
  • These published Terms and Conditions of Carriage;
  • Applicable international conventions, including the Convention for the Unification of Certain Rules for International Carriage by Air (Montreal Convention 1999) or the Warsaw Convention; and
  • Mandatory civil aviation directives issued by the FAA, TSA, or foreign civil aviation authorities.
Codeshare & Partner Carriers: Flights marketed with a JetBluePartners flight number but operated by a partner airline are subject to the operating carrier’s conditions of carriage with respect to check-in cutoffs, baggage handling, and onboard services.

3 Booking, E-Ticketing, Fares & Payments

3.1 Fare Transparency & Currency

All quoted fares are displayed in United States Dollars (USD) unless explicitly designated otherwise. Published flight prices incorporate all mandatory government taxes, passenger facility charges (PFCs), aviation security fees, and standard carrier surcharges. Optional ancillaries — such as premium seat selection, checked baggage, travel insurance, or pet transport — are itemized separately prior to final payment confirmation.

3.2 Payment Processing & Anti-Fraud Safeguards

Payment must be remitted in full at the time of reservation. We accept major credit cards, debit cards, JetBluePartners Bank credits, and certified electronic wallets. To safeguard our guests against credit card fraud, JetBluePartners reserves the right to request proof of cardholder identity at airport check-in desks for reservations flagged by automated risk assessment systems.

3.3 24-Hour Risk-Free Booking Window

In accordance with federal regulations, any reservation made at least seven (7) days (168 hours) prior to scheduled flight departure may be cancelled within twenty-four (24) hours of booking for a 100% full cash refund to the original payment tender, with zero penalty. For comprehensive rules, consult our Refund & Cancellation Policy.

4 Passports, Visas & Government Security Compliance

Passengers are strictly responsible for acquiring, maintaining, and presenting all necessary travel documentation required by municipal, federal, and international border control authorities.

  • Domestic Travel: All passengers aged 18 and older must present an unexpired REAL ID compliant driver’s license, state ID card, or valid U.S. passport at TSA security screening checkpoints.
  • International Travel: A valid passport with at least six (6) months of remaining validity beyond the date of scheduled return is required for international travel. Passengers must obtain all required tourist, transit, or business visas prior to airport check-in.
  • TSA Secure Flight Data: Passengers must furnish their full legal name (exactly as inscribed on their government photo ID), date of birth, gender, and optional Known Traveler Number (KTN) / Redress Number. Failure to supply accurate Secure Flight information will result in denial of boarding without carrier compensation.

JetBluePartners assumes no financial liability for passengers denied entry, transit, or boarding by immigration authorities or the Transportation Security Administration. Any fines, detention expenses, or return deportation costs levied against JetBluePartners by foreign governments shall be billed directly to the non-compliant passenger.

5 Baggage Allowances, Restrictions & Hazardous Materials

5.1 Carry-on Baggage Dimensions

Each ticketed guest on Standard Economy, Blue Extra, and Mint Suite fares is permitted one (1) personal item (maximum dimensions: 17 x 13 x 8 inches) that must fit beneath the seat in front, plus one (1) standard carry-on bag (maximum dimensions: 22 x 14 x 9 inches including wheels and handles) to be stowed in overhead compartments. Violation of hazardous cargo regulations is punishable by up to five years imprisonment and civil penalties up to $250,000 under 49 U.S.C. § 5124.

6 Check-In Deadlines, Gate Closures & Boarding Protocols

To guarantee punctual flight departures, passengers must satisfy the following strict timeline cutoffs:

  • Online & Mobile Check-In: Available 24 hours up to 60 minutes prior to scheduled departure.
  • Airport Counter & Bag Drop Deadlines:
    • Domestic U.S. flights: 45 minutes prior to departure.
    • International flights: 60 minutes prior to departure.
  • Boarding Gate Closure: Boarding doors close precisely fifteen (15) minutes prior to scheduled departure.
Failure to Board: If a passenger fails to arrive at the departure boarding gate prior to the 15-minute cutoff, their reserved seat may be released to standby passengers, and their checked luggage will be offloaded. JetBluePartners shall not be held liable for any missed connection or itinerary cancellation resulting from late gate arrival.

7 Flight Delays, Schedule Changes & Involuntary Cancellations

Published flight times are approximate schedules and do not form an immutable part of this contract. Schedules may vary due to adverse meteorological conditions, air traffic control congestion, airspace closures, or unforeseen mechanical events.

In the event of a carrier-initiated flight cancellation, or a significant schedule alteration defined by the DOT as a change of three (3) or more hours for domestic flights or six (6) or more hours for international itineraries, the guest is entitled to either:

  1. Complimentary re-accommodation on the next available JetBluePartners flight (or certified partner flight) to the ticketed destination; OR
  2. A 100% full refund of the unused ticket balance credited directly to the original form of payment.

For detailed amenity provisions including hotel accommodation, meal vouchers, and ground transportation for overnight controllable delays, please review Section 3 of our Refund and Cancellation Policy.

8 Passenger Conduct, Safety Protocols & Refusal of Carriage

The Captain in command has absolute legal authority under Federal Aviation Regulations to maintain cabin discipline and flight safety. JetBluePartners reserves the unconditional right to refuse carriage or disembark any passenger who:

  • Engages in verbally abusive, threatening, obscene, or assaultive behavior toward crew or guests;
  • Appears visibly intoxicated or under the influence of illicit substances;
  • Refuses to comply with crew safety instructions, seat belt signs, or emergency crew directives;
  • Attempts to smoke, vape, or use electronic nicotine delivery systems anywhere aboard the aircraft, including within lavatories equipped with sensitive smoke detectors; or
  • Exhibits an active, untreated communicable disease deemed a direct public health hazard by CDC or WHO guidelines.

Any passenger removed from an aircraft under this section will forfeit the value of their ticket and may be permanently prohibited from future travel on JetBluePartners. The passenger may also face federal criminal charges and civil fines up to $37,000 pursuant to FAA regulations.

9 Limitation of Carrier Liability & International Conventions

9.1 Domestic Flights (U.S.)

For provable lost, damaged, or delayed checked baggage on purely domestic itineraries, JetBluePartners’s liability is strictly capped in accordance with 14 C.F.R. Part 254 at $3,800 per ticketed passenger, except where a higher valuation has been formally declared and excess valuation fees paid prior to baggage acceptance.

9.2 International Flights (Montreal Convention 1999)

On international itineraries governed by the Montreal Convention 1999, liability limits are quantified in Special Drawing Rights (SDRs):

  • Baggage Delay, Loss, or Damage: Limited to 1,288 SDRs (approximately $1,750 USD) per passenger unless a higher value was declared.
  • Passenger Delay: Limited to 5,346 SDRs per passenger.
  • Bodily Injury or Death: Governed by the strict two-tier liability structure of the Convention.

9.3 Excluded High-Value Items

JetBluePartners accepts no liability for fragile items, cash, negotiable securities, expensive jewelry, heirlooms, electronic computers, cameras, or vital prescription medications packed inside checked baggage. Such items must be retained in the passenger's personal possession in carry-on bags at all times.

This contract and any dispute arising from your relationship with JetBluePartners shall be governed by the laws of the State of New York and federal aviation statutes, without regard to conflict of law principles.

12.1 Mandatory 30-Day Informal Negotiation

Prior to initiating formal legal proceedings or arbitration, you agree to send a written notice of dispute to our Legal Affairs Department at contact@jetbluepartners.com. We agree to participate in good-faith informal negotiations for at least thirty (30) days to resolve the disagreement amicably.

12.2 Binding Individual Arbitration

If informal efforts do not resolve the dispute within thirty (30) days, any controversy or claim arising out of or relating to this Contract of Carriage, your booking, or website use shall be determined by binding individual arbitration administered by the American Arbitration Association (AAA) under its Consumer Arbitration Rules.

Class Action Waiver: YOU AND JETBLUEPARTNERS MUTUALLY AGREE THAT ALL DISPUTES SHALL BE RESOLVED ON AN INDIVIDUAL BASIS. NEITHER PARTY SHALL BE ENTITLED TO JOIN, CONSOLIDATE, OR PARTICIPATE AS A PLAINTIFF OR CLASS MEMBER IN ANY PURPORTED CLASS ACTION, COLLECTIVE PROCEEDING, OR REPRESENTATIVE CAPACITY.
